Over the course of the year, 3.5 million Americans experience homelessness. The number of people living on the streets threatens to grow as thousands of people are now homeless as a result of Hurricane Katrina. According to the Federal Emergency Management Agency, as of late November, approximately 50,000 hurricane evacuees remained in hotels and motels awaiting alternative housing options.
The homeless crisis was started when President Ronald Reagan cut funds and closed many hospitals and institutions. This was the beginning of compassionate conservatism.
The criminalization of homelessness relates to smear tatics and the Harrasment of photographers.

'Ontario residents only' at Tent City. Officials begin thinning out the encampment, saying the city can provide space only for those who once lived there and can prove it. Large, often confused, crowds formed ragged lines behind police barricades where officers handed out color-coded wristbands. Blue meant they were from Ontario and could remain. Orange indicated they had to provide more proof to avoid ejection, and white meant they had a week to leave. The no-pet order caused widespread anger and tears Monday as some homeless people said they could not imagine life without their dogs.
