Collin McGlashen, Anderson’s chief of staff, issued a written statement: “We are working closely and cooperatively with the FPPC and will continue to do so until the review is complete in order to correct any mistakes that may have been made.”

State Assemblyman Joel Anderson (R-San Diego) also has agreed to pay $20,000 in fines for accepting campaign contributions that exceeded state limits.

My new suspicion, however, is that Anderson either fears or is already facing a criminal investigation related to allegations of money laundering. I asked Paul Levikow, spokesman for District Attorney Bonnie Dumanis, whether such a probe was under way. He had no comment. But both Anderson and Dumanis have to be aware of the huge scandal now unfolding in Riverside County. Last week, Riverside DA Rod Pacheco announced nine people, including four members of the San Jacinto City Council, had been charged with 56 felonies and 99 misdemeanors for alleged money laundering, bribery, fraud, perjury, conspiracy and filing false federal documents. The scandal is vastly more serious than Anderson’s. Nevertheless, many of the charges involve attempts to circumvent state laws that limit individual contributions – the same sort of maneuvering as Anderson’s. Pacheco, it turns out, has already won a similar prosecution. Earlier this year, he sent an Inland Empire auto dealer to prison for six months for repeatedly circumventing the law on maximum individual donations. No wonder Anderson is nervous.

Assemblyman Joel Anderson, R-La Mesa, who recently sent out a high-minded mailer to constituents in his sprawling district, which includes Ramona and Borrego Springs. Normally, one lets blasts of hot air pass without comment. Pols will be pols. But, in this case, the needle on the manure detector is going crazy. Anderson, as you’ll recall, is the leading target in a Fair Political Practices Commission investigation into a series of highly suspicious transactions in May and June that, to anyone who isn’t on an all-night bender, looks — and quacks —like unethical manipulation of campaign funds. (To blunt the blow, Anderson has returned more than $100,000, which should do nothing to absolve him of suspected wrongdoing.)

Assemblyman Joel Anderson has sent a taxpayer-financed, campaign-style mailer touting legislation aimed at a potential political rival. The piece is entirely devoted to Anderson’s bill, which would prohibit an elected county official from “making a gift of public funds or property to any person.” Anderson, a La Mesa Republican, introduced the bill in May, weeks after a controversy flared over Riverside County Supervisor Jeff Stone allowing his sister Lori Stone full-time use of a county-owned car. Lori Stone is a volunteer in her brother’s office and performs various county functions.

In some cases, business supporters in the East County Republican's district have contributed money to the Fresno County Republican Central Committee, which, in turn, donated similar amounts to Anderson within days. The sums were well in excess of the $3,900 limit that candidates for the Legislature can legally accept from individual donors. There is no limit to what political party committees can give to candidates. In other cases, Anderson sent tens of thousands of dollars left over in his Assembly campaign fund from the 2008 election to Central and Northern California Republican committees, which sent like amounts to his 2010 fund. In each case, the transactions were within days or weeks of each other.
