The 51st Congresional District of the State of California encompasses the southern half of the City of San Diego, the South Bay cities of Chula Vista and National City, the southern border of San Diego County, and all of Imperial County--and contains the entire California/Mexico border. One of the most ethnically diverse in the nation, the 51st District's population is 53 percent Latino, 21 percent Anglo, 15 percent Asian and 11 percent African-American.
